The Judicial College was created in 1976 and is governed by Gov. Jud. R. V. The College was established to provide educational programs and activities for Ohio judges. In 1988, the program was expanded to include court referees and magistrates, and in 1990 the College began to provide programs for non-judicial court personnel throughout the state.

Judicial College Board of Trustees
The College receives advice from and provides support to its oversight body – the Judicial College Board of Trustees. The Board of Trustees consists of ten members plus the Chief Justice, who serves ex officio. The membership consists of seven judges appointed by the various judicial associations, one magistrate appointed by the Ohio Association of Magistrates, and two judges appointed by the Chief Justice.
The principal staff liaison to the Board of Trustees is Milt Nuzum, the Director of the Judicial College.

Court Personnel Education & Training Committee
The Judicial College receives advice from the Court Personnel Education & Training Committee. This committee consists of 12 members. These members represent the various court personnel associations active in Ohio. The mission of this committee is to define and promote the direction of quality education that is relevant for all Ohio court employees in order to create professional, efficient and respectful court environments throughout the state in all of its courts.
The principal staff liaisons to the Court Personnel Education and Training Committee are Program Managers Margaret Allen and Kristopher Steele.
