<?xml version='1.0' encoding='ISO-8859-1'?><?xml-stylesheet type='text/xsl' href='ss.xsl'?><root><expires>3/11/2013 12:00:00 AM</expires><item1>February 12, 2013</item1><item2>Policy <![CDATA[&]]> Research Counsel, Specialized Dockets Section</item2><item33>The Supreme Court of Ohio is seeking </item33><item3>applicants for the position of Policy <![CDATA[&]]> Research Counsel to provide support services and resources to the local trial courts throughout Ohio; review and assess specialized docket materials and operations for compliance with certification standards; and monitor and assist in the research, development and continuation of various specialized dockets throughout Ohio courts with an emphasis on adult programs.   </item3><item44>The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. </item44><item5>Serves as staff support to the Commission on Specialized Dockets and subcommittees.

Drafts rules and standards as appropriate to assist with specialized docket programs.

Supports trial courts with developing and operating specialized docket programs in compliance with Rules 36.20 - 36.28 and Appendix I of the Rules of Superintendence. 

Assists trial courts with planning a certified specialized docket based on local community resources through assessing the need, identifying the necessary resources, and working with local court staff to draft essential operational documents, including case flow charts, administrative orders, model court entries, program forms, and interagency memoranda of understanding.
  
This also includes facilitating the trial court planning team and working with the local judge in developing necessary aspects of a specialized docket, such as target population, legal and clinical criteria, program entry and case flow, phases, incentives and sanctions, criteria for successful completion, unsuccessful termination, and neutral discharge. 
</item5><item12>Works with trial courts to draft documents required for certification under Sup. R. 36.20 - 36.28 to ensure compliance, including administrative order, local court rule, program description, participant handbook, and participant agreement.

Aids trial courts in preparing budgets, monitoring expenses, analyzing financial trends, projecting future financial requirements, and pursuing alternative funding sources for certified specialized dockets.

Conducts site visits to specialized docket programs as required by Superintendence Rules to ensure compliance with certification requirements.

Monitors new trends and research relative to specialized dockets, including pertinent state and federal legislation, and disseminates information to the Commission on Specialized Dockets, trial courts, committees, relevant outside agency personnel and relevant Supreme Court staff.

Works with other section members to support certified specialized dockets.
</item12><item14>Makes presentations to professional groups and develops and conducts training sessions.

Assists local trial courts with continuing legal education programs in regards to the specialized docket and cross training as requested. 

Participates in regional and national associations that relate to the programs managed.

Directs evaluation efforts and other research relative to specialized docket programs. 

Attends various related committees, subcommittees, and other public discussions. 

Maintains productive relationships with other appropriate national, state and local agencies. 

Coordinates work with other Judicial and Court Services staff members to ensure collaboration and cooperation when appropriate; serves as liaison and interfaces with other pertinent agencies on projects and grants. 

Assists other Judicial and Court Services staff members with rule drafting, contract review and the preparation of other written work. 

Supervises administrative staff effectively.
</item14><item6>Requires an active Ohio law license in good standing (or ability to obtain an Ohio law license within six months of employment).

Requires a minimum of six years of experience practicing law.

Requires a valid driver's license.

Requires availability for statewide, overnight travel and nontraditional work hours.

Requires the ability to exercise judgment, decisiveness, meet deadlines, and creativity in situations including, but not limited to, legal negotiations. Requires the ability to communicate effectively, in writing and verbally (including public speaking), with supervisor, co-workers, justices, judges, attorneys, litigants, court personnel and/or the public.

Experience working with the Specialized Dockets Section of the Supreme Court of Ohio is preferred.  

Experience working with an Ohio specialized docket preferred.

Proficiency in Microsoft Office Word, Excel, Outlook, and PowerPoint is required.
