Supreme Court Announces Appointments

The Supreme Court of Ohio today announced nine appointments and four reappointments to boards and commissions for 2008.

“We value the expertise and appreciate the counsel of the many volunteers who give of their time to improve the Ohio judicial system,” Chief Justice Thomas J. Moyer said.

The Supreme Court relies upon numerous boards, commissions, advisory committees and task forces to help meet its constitutional and statutory authorities to exercise general superintendence over all courts in the state and provide oversight to the practice of law. The boards, commissions, advisory committees and task forces are created by action of the Supreme Court or the chief justice and operate pursuant to specific rules or guidelines. They are made up of judges, attorneys, clerks of court, other court personnel and private citizens from throughout Ohio.

Mahoning County Common Pleas Court Judge R. Scott Krichbaum was reappointed to the 18-member Board of Bar Examiners, which is responsible for developing, administering, and grading the Ohio bar examination. Two other recent appointees – Columbus attorneys Robert M. Morrow and Gerald J. Todaro – began their service on the board on April 1.

Toledo attorney Gregory L. Arnold, representing the Sixth District Court of Appeals area, was appointed and Bucyrus attorney G. Scott McBride, representing the Third District Court of Appeals area, was reappointed to the 12-member Board of Commissioners on Character and Fitness, which is responsible for ensuring that each applicant for admission to the practice of law possesses the requisite character, fitness and moral qualifications for admission.

Franklin County Municipal Court Judge James E. Green was appointed and Columbus attorney Kenneth R. Donchatz was reappointed to the seven-member Board of Commissioners of the Clients’ Security Fund, which provides assistance to clients who have been financially harmed by the dishonest conduct of a licensed Ohio attorney.

Assistant Butler County Prosecuting Attorney Roger S. Gates was appointed to the 28-member Board of Commissioners on Grievances & Discipline, which conducts hearings, preserves the record and makes findings and recommendations to the Supreme Court in disciplinary cases involving ethical misconduct charges brought against Ohio attorneys and judges.

Columbus attorney N. Victor Goodman was appointed to the 12-member Board on the Unauthorized Practice of Law, which conducts hearings, preserves the record and makes findings and recommendations to the Supreme Court in cases involving the alleged unauthorized practice of law.

Canton attorney Jack B. Cooper was appointed to the 17-member Commission on Certification of Attorneys as Specialists, which approves and regulates agencies that certify lawyers practicing in Ohio as specialists, identifies specialty areas and sets minimum standards for certification as specialists.

Columbus attorneys Chad A. Readler, Marilyn Kauff Sheridan and Toledo attorney Neema M. Bell were appointed to the 10-member Commission on the Ohio Judicial Center, which assists the Supreme Court in preserving the artistic, architectural and historic integrity of the Ohio Judicial Center. While the Supreme Court appoints seven members, three members are ex-officio representatives of the Ohio Arts Council, Ohio Historical Society and Office of the State Architect.

Toledo attorney Janine T. Avila was appointed and Columbus attorney Rick L. Brunner was reappointed to the 23-member Commission on the Rules of Practice and Procedure, which reviews all rules governing practice and procedure in the courts of Ohio, including Ohio Traffic Rules, the Rules of Civil Procedure, the Rules of Criminal Procedure, the Rules of Appellate Procedure, the Rules of Juvenile Procedure and the Rules of Evidence.
